HALO's founder and Executive Direction, Regina Willen, is a Neuroscience and Physiology Scientist. She is a board certified applied animal behaviorist (ACAAB) with the Animal Behavior Society (ABS) and is an animal behavior consultant with the International Association Of Animal Behavior Consultants (IAABC). She has extensively studied the behavior of shelter dogs in and out of the shelter. She specializes in creating behavior programs that are practical for shelter staff, volunteers, and the busy family. In January 2018, HALO opened our doors with our state-of-the-art Transitional Shelter on over 5-acres of land. Dogs who suffer from behaviors, such as aggression and resource guarding, are housed in the shelter with each having a 10x10 room and daybed. Each room has a TV for movies and music, and a camera for 24/7 monitoring. The shelter has a common area where the dogs can lounge with staff and volunteers on those not so friendly weather days. Since 2018, we have grown and evolved as the needs of our community have changed. Our focus is dogs who are facing rehoming, surrender, and euthanasia in their homes and community animals shelters. We offer many programs and services targeting owners, shelters, and rescues to provide training and resources. HALO continues to expand into the next chapter.

Adoption Process

View Our Adoptables - You can view our adoptable pets and read their bios to get an understanding of the pet and their needs. Please read each bio thoroughly and consider your family's lifestyle. You must be at least 21 years old. Submit Adoption Application - After carefully reviewing our adoptable dog's bio, you can submit your adoption application. You must submit references who are not relatives and do not reside in your home. Application Review - Once your completed application is submitted, it is forwarded to our Adoption Coordinator. She reviews all applications and determines if the family and dog are a match, which is based on the dog's needs and family. Reference Check - Your character references and current or past veterinarian (if applicable) are contacted for information. Consultation - Once the application is reviewed and references checked, the Adoption Coordinator speaks with the foster or the Executive Director (for dogs in her behavior program) and together, they discuss the application and how the family could meet the dog's needs. If they are in agreement to move forward, the Adoption Coordinator can either provide the foster family the applicant's contact information OR the Coordinator obtains potential dates and times for a meet and greet. Home Visit - Our Adoption Coordinator will review your residence online through your county's website and schedule a home visit with you. The visit's goal is to ensure your home environment is safe and your yard/fencing acceptable. The home visit is sometimes conducted at the same time as the Meet and Greet. Meet And Greet - A meet and greet gives the family and dog an opportunity to meet at HALO, a park, or the residence. We ask that ALL members of the household and dogs participate in the meet and greet. Trial Period Or Foster To Adopt - Once the meet and greet is completed and all agree that the dog could be a good addition to the family, a trial period of 2-4 weeks can be contracted. At the end of the trial period, the family or HALO can decide if the dog remains in the home. Then, the family can officially adopt! We also offer Foster to Adopt, which is a longer trial period. During this time, HALO will continue to cover the dog's expenses until the family decides to adopt. If the family decides to adopt, then Foster to Adopt Contract becomes an official Adoption Contract. The Adoption - Congratulations on your adoption! We celebrate your GOTCHA DAY with a family photo that is posted on our social media. Once you adopted through HALO, we remain in contact and encourage updates. You are now HALO FAMILY!
